JOB RE-OPENED
A contract staffing position in U.S Territory of Guam supporting the Maritime Administration (MARAD) work with the Port of Guam to meet their development goals through programming, planning, and management of their construction projects. MARAD also assists in overseeing schedules, coordination with community groups, streamlining the environmental process to obtain permits and records of decision, direction and oversight of contractor activities, interface with major stakeholders, and other necessary project activities. These positions will last for full-time on-site project management responsibilities for the duration of the construction/contract period. Contract will be written for one year with six one-year options to extend.


The individual will act as the MARADs on-site eyes and ears in monitoring contract performance, assessing work quality, monitoring progress, reviewing design or engineering change requests and evaluating conditions or changed conditions of the project, and making appropriate recommendations to MARAD to ensure proper execution of the contract and project. Typical duties will include:

Surveys and inspection of anticipated, underway and completed projects,

Assistance and oversight of MARADs prime contractor in the development of plans, programs, schedules, reports and budgets required for engineering activities.

Oversight of the bidding and contract award phases of projects,

Review and comments on specifications, plans, drawings and other documents,

Providing technical support and advice,

Making presentations about project/program activities in a public forum

Participation in conference calls, meeting and other on-site and off-site functions.

Requirements:

JOB-SPECIFIC KNOWLEDGE REQUIRMENTS:

Rehabilitation, modernization and expansion of commercial dock space,

Container, bulk, break-bulk, and roll-on roll-off terminal development,

Gate Processing System development and or Terminal Information Technology Systems,

Warehouse demolition, Utility improvements, and Road connections to Commercial Port,

Improved terminal operations, layout, and traffic flow,

Acquisition, installation, and operation of security equipment and services,

Review of preliminary designs, plans and recommendations for changes,

Management of planning, permitting, design and construction of new and modified facilities,

Major equipment purchases and modifications.



GENERAL QUALIFICATIONS:

- Batchelors Degree (Masters Preferrred) in Civil Engineering or Project Management

- More than 15 years relevant experience

- Licensed engineer with the ability to obtain Reciprocity in the assigned project area

- Experience in contract management and administration
Experience in reviewing cost/schedule/performance reports and change impacts.
